I slightly differ..

well

I strongly object that the claim that the quality of research in India is poor....

well its shame that even (we, the) researchers have such a mind set.. but remember the truth is that its our mindset that is retarding our growth.

See we were poor in research but the situation is changing a lot. Earlier with only hardcore politicians as leaders and their supporters as heads and secretaries of various depts we were lacking a lot and most investment of our GDP was for freebies / allowances / subsidies by the govt followed by military.

Now with more potential secretaries and heads of ministries and govt funding depts of govt, who are able to convince the need for enough funding for R&D to the government our Indian government has been allocating considerably for R&D at least since the 10th plan period.

Hence as a result the Indian research is growing very fast both in quality (hi imapact publication) and quantity (no of SCI pubs, no of Ph.D.s / yr, no. of publications / Ph.D. ).

Assuming (even if) the growth continues (I dono whether we will beet germany / US or other counterpart till our universities n institutions will believe in their own Ph.D.s for postdocs) we will lead to no where till we just follow US / European researchers rather than putting our own initial thoughts.

Facilities are imp for experimental research but to understand "the need of the country" is the need of the hour to develop the country than getting just SCI pubs. We need more guides encouraging scholars to take up "INDIA Specific" problems and to develop the country.

Also we need more funding or share for R&D from industries...

These are the actual problems we face

(i.e. mind set, running behind US or others than our own new ideas, not focusing on India specific problems and finally lack / negligible R&D partnership from industry) which are more imp than lack of facilities as of this time.

Then there human related problems.

Attitude of "some" senior students to expect only work from juniors than guiding them...

Attitude of "some" faculty not to allow other insti students to use their facility unless the guide is a frnd or something
and

finally attitude of society towards a research scholar... (just an eg. lets say its a groom hunt by a family for their daughter, after the entrance tests (I mean caste) 2 candidates were shortlisted for personal interview one a S/W or a foreign worker and the next is a Ph.D. student... who will get the post of groom..)

Well I accept I have been just another criticizer and leaving the solutions to the people who are gonna comment (if ay all there will be any :( )
